	Hello Candy.  thanks for writing about the scooter problem.  If you want to pursue this
topic further with me, please write me privately so we don't clutter up the list with this
discussion.  In your message you don't say which city you're from, or I missed it.  In either
case, I'll put some general comments here that might be useful for everyone on this list.

	It sounds like you're running into some specific issues with e-bikes and scooters being
parked in the middle of paths that you travel.  In general, when thinking about addressing an
assembly of people, i.e. a city council, I'd suggest getting as much information as you can
before making your presentation.  that would include tasks like confirming who owns the
obstacles you're encountering and verifying which governmental body has jurisdiction over the
paths you're traveling.  to do that, I'd suggest telephoning the public works department for
your city and/or visiting the city's web site to see who you might speak with about the
problem.  I highly doubt that the problem is that no one cares.  More likely, the issue is that
you haven't found a person who can actually do anything about the problem you're presenting to
them.  Once you have a better understanding of how your city is organized and how lines of
responsibility run through its staff, you can then make a more targeted presentation to folks
who are in a better position to help you solve the issue.  I have found that if I do this leg
work when I run into issues in my town, I get much better results.
