Dear Senator Padilla:

    I am writing in opposition to sb475 because the California State Guide 
Dog Board has overstepped its limits in that it demands that out of state 
schools such as the Seeing Eye be licensed to operate in the state of 
California.  This puts people who have received their dogs from an out of 
state school at a disadvantage because follow up services can't be provided 
in person.

    With this power grab, the Guide Dog Board has outlived its usefulness.
