[Plan22] document on virtual voting test

Hey folks,

I put together this document on the virtual voting test we'll be
doing. Do you think it's concise and clear enough? For anyone who
wasn't there, we had some issues last night, so someone floated the
idea of putting together a doc. It was a great reason to procrastinate
on homework.

If y'all approve, I'll send it to the NFB of California list, and
someone can put it up on the convention page along with the agenda. If
I should make  any revisions, let me know. Thanks.
