[Nfbc-sj] HOW TO PAY CHAPTER DUES

Hi Tim,

I just checked and it seems we have typically been renewing dues between
August and October. To unify this going forward I believe we should ideally
be collecting dues prior to the August meeting since that's when chapter
elections occur.
