The bill encompasses many aspects of air travel and aviation safety, but the act addresses some accessibility issues that are very impactful for blind and low vision air travelers including:

• Requiring the Department of Transportation (DOT) to create a pilot program allowing air passengers to register their service animal, eliminating the need to complete the service animal forms for each flight. Please note that the pilot program does not automatically mean that air travelers with service animals do not have to complete the service animal air transportation forms. Air travelers with service animals would have the opportunity to apply for the pilot program once it is implemented by DOT. The Seeing Eye will keep our graduates informed about the pilot program once it has been created and more information is available.
• Training requirements for those providing assistance to air travelers with disabilities.
• Better access standards for the accessibility of in-flight entertainment.
• Improved access to airline websites.

We will continue to keep you updated as the provisions of the new law are implemented.

<hr style="border-top: 1px dashed rgb(0, 255, 0); border-bottom: none; border-left:none; border-right:none " ;="">

Access Report Now Available

The Seeing Eye Public Access Barriers Survey was conducted in October and November of 2023. Today, The Seeing Eye issued a press release to the news media with highlights from the report in hopes of raising more awareness about the rights of guide dog handlers. The purpose of the survey was to learn about the types of barriers guide dog handlers are experiencing while going about their daily lives with their dogs. We intend to use the data to raise awareness about these issues and channel our advocacy efforts as effectively as possible. The report is available at this link: www.seeingeye.org/accessreport.

Over 500 guide dog handlers throughout the U.S. and Canada took the time to complete the survey, and we thank all the respondents for their participation. We are already applying the results of the survey in our advocacy work and we look forward to involving you in future efforts.

Please feel free to forward this announcement to anyone who may benefit from the information.

Thank you again for your invaluable support!

<hr style="border-top: 1px dashed rgb(0, 255, 0); border-bottom: none; border-left:none; border-right:none " ;="">

New Center for Disease Control Regulations on Visiting or Coming Back to the U.S. with your Dog

We like to share advocacy victories, but we would be doing you a disservice if we didn’t give you information about new obstacles too. On May 13, the CDC issued new regulations concerning the import of all dogs into the U.S. This applies not only to dogs accompanying their owners when visiting the U.S., but also to dogs returning to the U.S. from other countries. Essentially, even if your dog is a service animal, and even if you are returning to the U.S. from a country like Canada that is a dog-maintained rabies virus variant free country, you will now be required to undertake extra planning and complete additional paperwork. Here is a checklist prepared by our Director of Veterinary Medicine & Genetics for people visiting the U.S. or returning to the U.S. from a low-risk country.

60-90 days before travel

• Make appointment with veterinarian and have guide receive rabies booster or request 6 months of veterinary records from veterinarian

30 days before travel

• Request veterinarian fill out: "Certification of Dog Arriving from DMRVV-free or Low-Risk Country into the United States form"

• The veterinarian must submit this form to an official government veterinarian in the exporting country (or to USDA if the dog was vaccinated in the United States) for certification

• Collect the veterinary records for guide dog or present a valid rabies serology titer instead ($150-$200 plus vet visit fees)

2-10 days before travel

• Take photos of the guide dog and complete CDC Dog Import Form

• Submit CDC Dog Import form

• Print receipt of CDC Dog Import Form

Day of travel

• Present CDC Dog Import Form Receipt

• Present Certification of Dog Arriving from DMRVV-free or Low-Risk Country into the United States form

The Dog import form referenced above will not be available on the CDC web site until July 15.

Read more about the new requirements at the link below:
https://www.cdc.gov/importation/bringing-an-animal-into-the-united-states/required-forms-for-importing-dog-united-states.html

Unfortunately, the CDC has made it clear in the regulations that there will be no exemption for people with service animals. This means that if you must or would like to, for instance, travel or return to the U.S. from Canada or another low-risk country on short notice, there will be barriers to doing so with your dog. The regulations will also make it more difficult for The Seeing Eye to return a retired Seeing Eye® dog from Canada to the United States expeditiously. Rest assured The Seeing Eye is learning as much as we can about the new regulations and we are exploring advocacy strategies to protect the civil rights of all grads, both in the U.S. and Canada, and ways The Seeing Eye can continue to do business without the regulations being a barrier. Our understanding of the new regulations and our response to them is in flux and we will keep you updated.

<hr style="border-top: 1px dashed rgb(0, 255, 0); border-bottom: none; border-left:none; border-right:none " ;="">

Spring Guide Magazine Now Available

In this issue of The Seeing Eye Guide Magazine, we focus on the advocacy efforts of our graduates, from our co-founder Morris Frank to present day Seeing Eye dog handlers who are continuing the work of advocating for equal access.
