<P class=ecxMsoNormal><FONT face=Arial size=3><SPAN style="FONT-SIZE: 12pt; FONT-FAMILY: Arial">The purpose of this letter is to provide information to you concerning the impact of a late State Budget on the Assistance Dog Special Allowance (ADSA) program administered by the California Department of Social Services (CDSS).</SPAN></FONT></P>
<P class=ecxMsoNormal><FONT face=Arial size=3><SPAN style="FONT-SIZE: 12pt; FONT-FAMILY: Arial"> </SPAN></FONT></P>
<P class=ecxMsoNormal><FONT face=Arial size=3><SPAN style="FONT-SIZE: 12pt; FONT-FAMILY: Arial">As you may know, the State of California has been without an approved State Budget since the beginning of the current fiscal year, which began on July 1, 2010. As a result, the CDSS is not authorized to issue any ADSA payments until an approved State Budget is in place.</SPAN></FONT></P>
<P class=ecxMsoNormal><FONT face=Arial size=3><SPAN style="FONT-SIZE: 12pt; FONT-FAMILY: Arial"> </SPAN></FONT></P>
<P class=ecxMsoNormal><FONT face=Arial size=3><SPAN style="FONT-SIZE: 12pt; FONT-FAMILY: Arial">Please be assured that as soon as a State Budget is enacted any current and retroactive ADSA payments will be processed. We are sorry for any hardship this may cause and hope for a swift resolution to the current budget impasse.</SPAN></FONT></P>
