Hey, CAGDU community, I just called Khaim Mortan in Senator Padilla's officce. Thanks for the number and contact info, Robert. I need to clarify something. The bill requires an increase in payment to the Board from .04 to .05% of the school's annual income. It sounds like a relatively small percentage. I just called and Khaim Mortan said he wanted to make sure we all know that it is .05 percent, not 5% of a school's annual income the board would like to receive.

Second, Khaim Mortan argues that very little comes into California that is not regulated. He cites food, cars, etc. He states that it is important because of our unique geography. So remember when you call that you will have to explain why you feel the board's regulation is not necessary. I argued that the board was created in 1947 for a purpose that no longer exists. Also, the board is only hampering efforts of Californians to choose programs that meet their individual needs. The Board lessens Californians from having a choice of where they go to school and prevents Californians from having follow-up services if they choose out of state schools. No other state has a board like the California Board and the community of guide dog users does not feel like the board provides any benefit to guide dog users or the state of California. On the contrary, the Board prevents us from choosing a school out of state and it takes fees from not-for-profits that could otherwise be directed at training dogs and users.

Khaim Mortan also said to follow the calls with letters to Senator Padilla.

Thank you.

SHANNON L.
