Guide dogs for the blind.</FONT></PRE><PRE><FONT color=#000000><SPAN style="mso-spacerun: yes"> </SPAN>Existing law establishes within the Department of Consumer Affairs</FONT></PRE><PRE><FONT color=#000000>a State Board of Guide Dogs for the Blind that, among others things,</FONT></PRE><PRE><FONT color=#000000>has exclusive authority to license schools for the training of guide</FONT></PRE><PRE><FONT color=#000000>dogs for the blind and the instruction of blind persons in the use</FONT></PRE><PRE><FONT color=#000000>of guide dogs. Existing law requires a fee equal to 0.004 of a school'</FONT></PRE><PRE><FONT color=#000000>s annual expenses be paid for renewal of a school's license.</FONT></PRE><PRE><FONT color=#000000><SPAN style="mso-spacerun: yes"> </SPAN>This bill would specify that the license renewal fee shall be no</FONT></PRE><PRE><FONT color=#000000>more than 0.005 of a school's annual expenses, as determined by the</FONT></PRE><PRE><FONT color=#000000>board by regulation, and would require the fee to be paid by April 30</FONT></PRE><PRE><FONT color=#000000>of each year.</FONT></PRE><PRE><FONT color=#000000><SPAN style="mso-spacerun: yes"> </SPAN>Vote: majority. I do not support the letter. I think they make a lot of statements that they cannot back up in that letter.
