<P class=MsoNormal style="MARGIN: 0in 0in 0pt"><SPAN style="COLOR: black; FONT-FAMILY: Tahoma"><FONT size=3>On behalf of National Federation of the Blind, <st1:State w:st="on">California</st1:State> (NFB, <st1:State w:st="on"><st1:place w:st="on">California</st1:place></st1:State>), I write in support of SB 475.<SPAN style="mso-spacerun: yes"> </SPAN>This legislation would give the State Board of Guide Dogs for the Blind (Board) the statutory authority to amend via regulation the annual school renewal fee for California guide dog schools.<SPAN style="mso-spacerun: yes"> </SPAN><o:p></o:p></FONT></SPAN></P>

<P class=MsoNormal style="MARGIN: 0in 0in 0pt"><FONT size=3><SPAN style="COLOR: black; FONT-FAMILY: Tahoma">Today our economy is in a state of flux.<SPAN style="mso-spacerun: yes"> </SPAN>Non-profit institutions such as ours are dependent on the contributions of our donors.<SPAN style="mso-spacerun: yes"> </SPAN>As financially vulnerable as our organization is, so too is the budget of the Board.<SPAN style="mso-spacerun: yes"> </SPAN></SPAN><SPAN style="COLOR: black; FONT-FAMILY: Tahoma; mso-bidi-font-size: 12.0pt; mso-fareast-font-family: 'Times New Roman'">It is imperative that as times are tough, we can rely on the Board to continue licensing and regulating guide dog schools and instructors.<SPAN style="mso-spacerun: yes"> </SPAN></SPAN><SPAN style="COLOR: black; FONT-FAMILY: Tahoma"><SPAN style="mso-spacerun: yes"> </SPAN>With the Board structure in <st1:State w:st="on">California</st1:State>, we at NFB, <st1:State w:st="on"><st1:place w:st="on">California</st1:place></st1:State> feel fortunate that we can rely on the instructors that serve our members to be competent and ethical and that the schools are financially responsible and maintain a clean and safe campus on which we as consumers can learn.<o:p></o:p></SPAN></FONT></P>
