Subject: FW: UPDATE - AB1824 on consent

Greetings CA GDB Grads - please see the note below from Jeff Thom, President of the California Council of the Blind regarding the hearing on AB 1824 - it appears that the bill is unopposed at this point and the committee will not be hearing testimonies tomorrow.

**

AB1824, the CCB-sponsored bill to amend criminal protections against attacks on guide, signal and service dogs, has been placed on the consent calendar for tomorrow's hearing in the Assembly Public Safety Committee.
Bills are not placed on consent unless there is no opposition and a vote is taken on the consent calendar as a group, rather than as individual bills since there is no opposition to any of them. However, the result of the bill being placed on consent is that the bill is not heard by the committee and no witnesses are able to testify. The author's office and I decided that the advantages of having our bill in a position for automatic passage out of the committee outweighs even the most remote possibility that testimony could raise questions about the bill from any of the legislators. Thus, it is highly unlikely that there will be a need for anyone to attend tomorrow's hearing, although Margie and I will be there just in case some unforeseen circumstance occurs at the last moment that leads to a request that the bill be removed from consent.

I want to express my thanks to all of you who have written in support of the bill or who were preparing to attend tomorrow's hearing. The bill has many hurdles which must be crossed for its passage, so it is likely that we will be calling upon you in the next few months. However, although you are certainly welcome to attend the hearing, it does not look as if your attendance will be necessary.

Jeff Thom

President, California Council of the Blind
