To our graduates in California,

Usually this time of year we're jealous of you guys, but we're happy to report it is in the 70s and sunny here in Morristown! Spring has come early this year.

We would like to call your attention to two proposed new laws currently under consideration in California.

The first, AB1824, is a bill in the California Assembly that would expand protection for service dogs from being attacked by loose or uncontrolled dogs.

Under existing California law (Sections 600.2 and 600.5 of the state Penal Code), owners of dogs that injure or kill service dogs can be charged with a crime, provided the service dog “is in discharge of its duties” at the time of the injury or death. In addition, under the current law, the court may award the dog user restitution for veterinary bills and/or the cost of replacing the service dog.

The proposed bill would:

*	Remove the requirement that the service dog “is in discharge of its duties” at the time of the injury or death.
*	Include not just service dogs but also dogs that are being trained to be service dogs, and puppies that are being raised to be service dogs.
*	Expand restitution claims to include medical or medical-related expenses for the dog user, and lost wages or income incurred by the dog user, as a direct result of the incident.

There is a hearing scheduled for AB1824 on March 15 at 9 a.m. in Assembly Committee Room 126 of the State Capitol building, 1301 10th Street (10th & L Streets), Sacramento.

The second bill, under consideration in the California Senate, is SB1331. This bill would amend the existing law concerning the jurisdiction and board membership of the State Board of Guide Dogs for the Blind.

SB1331 would:

*	Allow any certified out-of-state guide dog school, including The Seeing Eye, to provide follow-up instruction to graduates of that school living in California without requiring a license from the State Board of Guide Dogs for the Blind.
*	Change the composition of the State Board of Guide Dogs for the Blind. Under the current law, two of the seven members of the State Board of Guide Dogs for the Blind must be blind or visually impaired and use guide dogs. Under the proposed bill, the number of guide dog users on the board would be increased from two to three. Additionally, of these three board members, SB1331 would require one representative from each of the two major consumer organizations representing Californians who are blind or visually impaired. In addition, the bill would require the Governor to consider recommendations from those two organizations when making appointments to the board.
