Hi Shannon.  Does the term "applicant refer to a school or an instructor?  There needs to be a parenthetical fraise to clarify this point.  To leave it ambiguous would be a big loop hole.  The problem is made even worse with the wide spread adoption of the more general term "service dog" to our guides.  Ken
