The 5-year-old labrador had a shattered nose, cracked ribs, and a punctured lung after being dragged by a moving SkyTrain at Lougheed Station on Thursday. People on the platform watched in horror after the doors closed on the dog's leash, and the dog was dragged into a pole at the end of the platform. Palm then fell into the tracks. Photograph by: Screengrab, Global BCA blind woman's guide dog who was seriously injured after being dragged by the SkyTrain will recover but likely will not be able to work with the blind again, a TransLink spokesman said on Sunday. Ken Hardie said the incident happened around 10:30 a.m. Thursday when the SkyTrain stopped at the Lougheed Station platform and for some unknown reason the dog disembarked the train while the woman did not. Riders watched in horror as the door closed and the dog started running along the platform to keep up with the train before she fell and was dragged along the platform. "It was terribly traumatic," said Hardie. "The poor dog was pulled off the platform and onto the track. In the process the dog struck a post." The leash was thin, he said, and it snapped just as the train left the station. Hardie said there are automatic sensors that cause the train to stop if someone or something is on the tracks at the station but because the dog didn't hit the tracks until just beyond the platform, they didn't go off. People immediately called SkyTrain security and the train was stopped, said Hardie, adding that concerned citizens then jumped onto the tracks to fetch the badly injured dog. They heaved the dog off the tracks and sat comforting her while they waited for help to arrive. The dog's owner got off at the next stop and was helped home by SkyTrain employees. Staff also took the dog to the veterinarian. Hardie said the dog suffered a broken nose among other "serious injuries" but said he is expected to survive. "It may not work again as a guide dog but we don't know if that's due to its actions of leaving the train too early or because of the injuries." The woman has filed an incident report, but Hardie could not say whether she was seeking compensation from TransLink. He said a full review will be conducted, which may include an additional investigation with a provincial safety regulator to see whether the system worked properly. ticrawford at vancouversun.com - - - _______________________________________________ nagdu mailing list nagdu at nfbnet.org http://www.nfbnet.org/mailman/listinfo/nagdu_nfbnet.org To unsubscribe, change your list options or get your account info for nagdu: http://www.nfbnet.org/mailman/options/nagdu_nfbnet.org/tinadt%40sbcglobal.ne t From shannonldillon at hotmail.com Mon Oct 4 13:36:21 2010 From: shannonldillon at hotmail.com (Shannon L. You can read more on my story here. http://www.vancouversun.com/Owner+guide+dragged+SkyTrain+question s+safety+features/3622240/story.html Palm, a five-year-old yellow Labrador, is undergoing her second surgery today - this time to repair a broken muzzle. She already underwent surgery to repair a punctured lung and she suffered cracked ribs, as well, but she is expected to make a full recovery after last Thursday's accident at the SkyTrain Lougheed station in Burnaby. Her owner Iris Thompson, who is blind, told Global TV that she no longer trusts riding SkyTrain and is sickened by what happened to her guide dog. In that report, the reason given for the dog being separated from Thompson was the "crush of the crowd" caused Palm to step back from Thompson and off the train resulting in her leash being caught up in the door. The dog tried vainly to keep up with the train by running alongside it until she struck the pole as the train pulled away. She narrowly avoided being hit and killed by a second train coming into the station. This heart-breaking story, which TransLink spokesman Ken Hardie described as "highly unusual," with nothing like it happening to any of its 1 billion other passengers since the automated transit system began in 1986, does illustrate the need for the public to be especially courteous whenever they see someone in public with a guide dog. "We're trying to get more information to the public that whenever they see these dogs in public to not crowd the dog," said Pacific Assistance Dogs Society spokesperson Gail Ferrier. PADS raises and trains assistance dogs for people with physical disabilities or who are deaf or hearing impaired. B.C. Guide Dogs spokesperson, Erin Anne Beirne, said their organization plans to inform all of their clients about the incident so they can be "more attentive" around SkyTrain. "We are all absolutely horrified to hear what happened," said Beirne. "It's horrible news. We feel for both the dog and the dog guide user what a shock but we hope Palm makes a full recovery." CNIB's executive director for B.C. and the Yukon, John Mulka, agreed the accident has been "traumatic" for all parties. He wouldn't go so far as to encourage CNIB clients to be extra cautious around SkyTrain but is waiting to read the final investigation report. (The provincial safety regulator will also be looking into the matter.) "I don't know all the facts. If there is a problem with SkyTrain I'd like to see it rectified so we don't have a situation like this again," he said. The vet bill is approximately $15,000 and discussions are underway between TransLink and Thompson about them. One would hope TransLink does the right thing and at the very least offer to compensate her, not to mention compensation for the suffering Palm has had to endure. But in the meantime, the Canada West Veterinary Specialist and Critical Care Hospital, where Palm is being treated, has set up a fund for the public to contribute. You can call (604) 473-4882 or go to their website at www.canadawestvets.com. The hospital has also set up a blog to provide updates on Palm's health status. I understand today, prior to surgery, she was standing and looking a little brighter. _______________________________________________ Seeingeye-l mailing list To post a message. The amended statute will become effective on January 1, 2010. This bill makes the following changes in the Guide Dog Act: . Allows schools to provide in-home training regardless of the guide dog users' experience with a guide dog. . Deletes the requirement that allows in-home training only for special circumstances. Currently, California consumers who are interested in in-home training as a first-time user are forced to leave the state. With the passage of SB 1491, California schools can still be competitive if they can also provide in-home training as a venue for instruction, regardless of the circumstances of the guide dog user. . Clarifies that Board licensed instructors have the ability to provide in-home training in the State of California regardless of employment by a California licensed school. The in-home training model as a venue of training is consistent with international training standards. There is no cost for consumers for a guide dog so there would be no competition for costs between schools. The ways in which guide dog schools stay competitive are to keep up with the needs of students in the quality and quantity of training provided. SB 1491 was the result of a collaborative process which included input from senior instructors at the three California licensed guide dog schools, consumer input, and Board Member consideration. I'm a California Licensed Guide Dog School This change in statute allows you to provide in-home training to any client in California, regardless of circumstance or previous experience with a guide dog. Schools will continue to provide the names and addresses of those who are being trained and those that have completed training to the Board (Business and Professions Code Sections 7210.7, 7217) I'm a Guide Dog User/Potential Guide Dog User This change in the Guide Dog Act will allow you to choose any licensed school or licensed instructor to provide in-home training as a venue for instruction, regardless of your prior experience with a guide dog or personal circumstance. By Charles Winokoor GateHouse News Service Posted Oct 15, 2010 @ 12:07 AM TAUNTON - Heather Maloney said that when she got her guide dog two weeks ago she expected life to become more manageable, not more complicated. But after her run-in Tuesday with a Taunton shop owner who refused to let her specially trained dog through the front door, she's not so sure. "Is this going to happen to me on a daily basis?" Maloney, 41, asked. "Will it make my life harder?" Maloney, who is legally blind and suffers from retinitis pigmenstosa, an incurable genetic condition that causes blindness, said that she and her dog were not allowed in and that she was refused service by shop owner Fatima Noorani. Noorani, who for the past year and a half has owned and operated Eyebrow Threading & Heena Tattoo at 537 County St., said she sympathizes with Maloney's plight, but that she was being truthful when she said she is extremely fearful of dogs in general. "Always I've been afraid," Noorani said, explaining that she harbors a memory from when she was a young girl in India, when a relative had to undergo a series of painful rabies shots after being bitten by a dog. That may be true, but it also flies in the face of state and federal laws protecting the rights of people who rely on trained sight dogs, said Mary Chapell, a dog trainer/instructor for the nonprofit Fidelco Guide Dog Foundation. Chapell, who has spent the past two weeks in Taunton teaching Maloney how to handle her new dog, said that she's filed a complaint against Noorani with the New Bedford office of the Massachusetts Commission Against Discrimination. MCAD Enforcement Chief Joel Berner on Thursday confirmed that Chapell had filed a complaint, which falls under the heading of a "public accommodation case." Berner said an investigator will be assigned to the case within the next two weeks, but cautioned that the process of review and final determination often "takes a long time," anywhere from 12 to 18 months, he said. Berner said the MCAD reviews more than 4,000 complaints each year. He said if it's determined by probable cause that a party is at fault, he or she can be fined or required to attend training sessions. "But we encourage people to settle it before it gets that far," he said. Maloney said she is a single mother with a 10-year-old son and, for the time being, that she depends in part on social security disability payments. She said she'd occasionally been coming in for Noorani's traditional Indian eyebrow treatments since June. Maloney said she and her dog - a small, female German shepherd - on Tuesday initially walked by themselves to Noorani's salon from Maloney's Hart Street condominium. After that initial encounter, during which Noorani asked her to leave the dog outside, Maloney returned with Chapell. A Taunton police officer subsequently showed up to investigate a request by Chapell. The officer, according to his report, warned Noorani that she was violating state and federal laws, and could face civil action by denying entry to Maloney and her dog. Noorani, 40, reiterated to the officer that she's extremely fearful of canines. She also said she was the only person on the premises qualified to perform her particular service. Chapell and Maloney said that Noorani and others may not be malevolent and intolerant as much as they are uninformed and ignorant of the law, as it pertains to the rights of blind people and their dogs. Maloney recounted another recent unpleasant encounter. It at Dunkin' Donuts at Hart's Four Corners, not far from where she lives. There were no complaints from employees that day when she and her dog walked in. But Maloney claims that after she paid for coffee, the female cashier/server advised her to "next time leave the dog outside." A message left seeking comment from the owner of the Dunkin' Donuts was not immediately returned. A message left for the state's Commission for the Blind was also not returned. On a positive note, Maloney said, her visits with her dog to Target, Trucchi's Supermarkets and Starbucks Coffee have proven to be "a wonderful experience." "They have trained employees," she said. "I'll definitely be shopping there more often." Chapell acknowledges that the general public in smaller cities such as Taunton is probably unfamiliar with rules and laws regulating the rights of sight-impaired people and their guide dogs. Maloney said she's noticed when she rides her GATRA bus that some riders seem fearful of her dog. But Chapell emphasizes that guide dogs, although attentive and dedicated to the well being of their masters, "are not protective." "If we find that a dog is (physically) protective it will be removed," she said. Such gentleness, however, can be hazardous to the guide. Maloney said hers was nearly bitten on the grounds of her condo complex by a barking, charging dog that had gotten away from its owner. As a result, she said, her dog since then has been somewhat skittish. Maloney said she applied for her dog in June 2009 through the Connecticut-based Fidelco foundation - which provides dogs and training at no cost - when she realized her peripheral and night vision capabilities were degenerating. "I was ambivalent and nervous; I'd never had a dog before," she said. "But I like my independence, and it was limiting my life." Maloney also said she'd begun to feel unsafe walking alone, and that she would sometimes be propositioned by men driving by. Chapell said that a guide dog will comply, if ordered, to lie on the floor so that its master can have his or her hair cut or nails done. But Noorani said she can't afford to take any chances, not only out of fear for her own safety, but if something were to happen to the dog. "Who's responsible if something happens? My two children are totally (dependent) on me," said Noorani, a single mother with two teenage daughters, one of whom, she said, suffers extreme epileptic seizures. The experience at the salon left Maloney feeling dispirited. "I felt like I was being shunned by my own community. I felt very alone," she said. As for her new guide, Maloney said "there is definitely a bond. I do love that dog." Shortly after the police officer had left on Tuesday, Noorani had posted a sign on her door that reads "No pets allowed." Copyright 2010 The Herald News. Also in this catagory are the assistance dogs that are provided to wheelchair bound people. All these great service dogs give their owners a level of independence they otherwise couldn't achieve. Many of the organizations who train these dogs have puppy raising programs. Families raise the puppys until about one year old and give them the training and socialization that is the foundation for them to be ready to be trained for the particular service they will provide. These puppys in training for recognised service dog organizations are also covered by the law. They are usually identified by a service dog vest because they are being managed by a person who has no disability. Active service dogs shouldn't take anything but common sense. Message-ID: <4BFB8C6A37A74335928B69EE4E301CE7@ken5f734aa928e> The Oct. meeting of CAgdu began at 6:30. This was a short meeting. Present were: Tina Thomas, Ken Volonte, Mike Hingson, Shannon Dillon, Robert Stigile and Roger Oberholtzer. This meeting was to take up the question of increasing the amount of money to be sent to the state office from $200.00 to $500.00 Ken made the motion and Tina seconded. The motion passed. Mike wanted to discuss sending money to the Nagdu Advocacy hot line. Ken suggested that with the amount of money in our treasury, we could afford to send %500.00 to Nagdu as well. Mike made the motion, Ken and Tina seconded and the motion carried. This will be a one time shot in the arm to get the Advocacy hotline started. Mike said that the yearly cost would be $1500.00. If every state paid $30.00 a year, the line would be sustaining. It should be ready by mid Nov. Mike said. We then finalized the plan for the convention meeting with a broad overview of what we've accomplished. Meeting adjourned at 6:20.
