The amended statute will become effective on January 1, 2011. This bill makes the following changes in the Guide Dog Act: ? Allows schools to provide in-home training regardless of the guide dog users? experience with a guide dog. ? Deletes the requirement that allows in-home training only for special circumstances. Currently, California consumers who are interested in in-home training as a first-time user are forced to leave the state. With the passage of SB 1491, California schools can still be competitive if they can also provide in-home training as a venue for instruction, regardless of the circumstances of the guide dog user. ? Clarifies that Board licensed instructors have the ability to provide in-home training in the State of California regardless of employment by a California licensed school. The in-home training model as a venue of training is consistent with international training standards. There is no cost for consumers for a guide dog so there would be no competition for costs between schools. The ways in which guide dog schools stay competitive are to keep up with the needs of students in the quality and quantity of training provided. SB 1491 was the result of a collaborative process which included input from senior instructors at the three California licensed guide dog schools, consumer input, and Board Member consideration. I?m a California Licensed Guide Dog School This change in statute allows you to provide in-home training to any client in California, regardless of circumstance or previous experience with a guide dog. Schools will continue to provide the names and addresses of those who are being trained and those that have completed training to the Board (Business and Professions Code Sections 7210.7, 7217) I?m a Guide Dog User/Potential Guide Dog User This change in the Guide Dog Act will allow you to choose any licensed school or licensed instructor to provide in-home training as a venue for instruction, regardless of your prior experience with a guide dog or personal circumstance. I?m a Licensed Guide Dog Instructor This change in statute allows you to provide in-home training to any client in California, regardless of circumstance or previous experience with a guide dog. Licensed instructors will continue to provide the names and addresses of those who are being trained and those that have completed training to the Board (Business and Professions Code Section 7210.7). If my first dog is reissued, that's three teems. In the second instance, the school might pair dog number 1 with a person who is a high partial or who will be driven around by friends or family, so that the dog can't fail again; but if it does, that's four teems. Business and Professions Code section 7210.7 - Current Law 7210.7. The board may authorize schools licensed by the board or instructors employed by those schools to provide home training in the use of guide dogs. If a school desires to provide home training in the use of guide dogs, it shall apply to the board and provide the board with a written plan and procedure for conducting that home training, which shall be approved by the board prior to conducting any home training. Schools providing home training in the use of guide dogs shall, annually, provide the board with the names and addresses of those persons who are receiving home training and shall include those persons who have received home training from the school subsequent to the last report filed with the board. The guide dog user, as a condition of receiving home training, shall have completed a formal in-residence training program from a school licensed by the board to provide guide dog training, or from a school recognized by another state to provide guide dog training. The requirement for a formal in-residence training program from a school licensed by the board may be waived by the school when that requirement imposes an undue hardship on the guide dog user. Home training, as provided in this section, shall consist of not less than 20 hours of training. This section shall only apply to those schools that are licensed by the board to furnish guide dogs and to train persons to use guide dogs, who desire to provide home training in the use of guide dogs, and who apply to the board for approval to provide that home training. Tip Sheet http://www.guidedogboard.ca.gov/resources/dogattack_tips.shtml FOR IMMEDIATE RELEASE Date: November 1, 2010 AMR Teams up with California?s board of guide dogs for the blind to Educate Paramedics on Guide Dog Attacks Sacramento, Calif. (November 1, 2010) American Medical Response (AMR), California?s largest provider of 9-1-1 emergency ambulance services, has teamed up with the State Board of Guide Dogs for the Blind to help educate Paramedics on the issues surrounding dog attacks on guide dogs. Every year, guide dog users around the world experience dog attacks on their guide dog, which not only can result in serious injury to the animal but also the handler. In addition, guide dogs that have been attacked may be so traumatized that they can no longer provide services, and will be forced to retire. If a guide dog cannot return to service after an attack, the financial loss is considerable, upwards of $60,000 to raise and train a replacement. In California, a dog attack on a guide dog is a crime and should be reported by the victim to law enforcement. ?As health care providers, we have a duty to protect our patients, especially those who rely on the services of a guide dog. A dog attack on a guide dog can result in serious injury for the user, and owners of the attacking animal should be held accountable?, stated Adam Blitz, AMR Clinical Education Specialist and Paramedic Instructor. AMR paramedics are often first on scene to those incidents that require an emergency medical response. We also have a significant presence in many California communities, which offers us the opportunity to communicate and educate the public on health and safety issues. By educating our Paramedics on the laws surrounding dog attacks on guide dogs, AMR emergency crews that come in contact with a guide dog user either as a patient or during their daily interaction in the community, can inform them of the need to report an attack. Starting this week, AMR will begin sending the attached flyer to each of its California operations. AMR clinical education personnel will also begin informing new recruits of the law during the initial stages of their academy training. ### Antonette Sorrick Executive Officer State Board of Guide Dogs for the Blind 1625 N.
