SUBJECT:  ASSISTANCE DOG SPECIAL ALLOWANCE PAYMENTS
 
Dear Assistance Dog Special Allowance Recipients:
 
The purpose of this letter is to provide information to you concerning the impact of a late State Budget on the Assistance Dog Special Allowance (ADSA) program administered by the California Department of Social Services (CDSS).
 
As you may know, the State of California has been without an approved State Budget since the beginning of the current fiscal year, which began on July 1, 2010.  As a result, the CDSS is not authorized to issue any ADSA payments until an approved State Budget is in place.
 
Please be assured that as soon as a State Budget is enacted any current and retroactive ADSA payments will be processed.  We are sorry for any hardship this may cause and hope for a swift resolution to the current budget impasse.
