[Cagdu] city counsil presentation

[Ken Volonte]

Two Christmases ago, John Vandervort's guide dog was attacked. Mr.
Vandervort was on his way to a piano tuning job. Brandy the Pit bull who
attacked Billy the guide dog was picked up and, owing to her extreme animal
aggression, had to be euthanized.

The thing of it all was that it took a long time for the dog to be
picked up. The officers who had responded to Mr. Vandervort couldn't do
anything at the time because it was after five.

The police need an unambiguous guide line as to what to do in such
situations. They need a clear statement like this.

Officers responding to an incident involving a working guide or service
dog that has been attacked or interfered with by another dog shall
immediately impound the offending dog.
