The Honorable Alex Padilla
California State Senate
State Capitol, Room 4038

Re: SB 475 (Padilla) - Amendment to Business and Professions Code Section 7200.7 – Guide Dog School Annual Renewal Payment

Dear Senator Padilla:

On behalf of National Federation of the Blind, California (NFB, California), I write in support of SB 475. This legislation would give the State Board of Guide Dogs for the Blind (Board) the statutory authority to amend via regulation the annual school renewal fee for California guide dog schools.

Today our economy is in a state of flux. Non-profit institutions such as ours are dependent on the contributions of our donors. As financially vulnerable as our organization is, so too is the budget of the Board. It is imperative that as times are tough, we can rely on the Board to continue licensing and regulating guide dog schools and instructors. With the Board structure in California, we at NFB, California feel fortunate that we can rely on the instructors that serve our members to be competent and ethical and that the schools are financially responsible and maintain a clean and safe campus on which we as consumers can learn.

We support the Board and the important services it continues to provide licensed instructors and the visually impaired consumers we represent. Should you have any questions or concerns, please feel free to contact me at (510) 818-1641. Thank you.

Sincerely,

Mary Willows
President, National Federation of the Blind, California

I think they are sending this kind of draft letters to ACB and other organizations. They are trying to muster support for their board by claiming how important they are for making blind people and their guide dogs safe.

Hey Shannon- Thanks for the clarification. I wonder what gave the board the idea that NFBC would support this bill.

No, Mary did not write this letter of support. It is a draft letter written by the State Board of Guide Dogs for the Blind. They were hoping we would sign on to it.

Mary:

This e-mail is a follow up to the voicemail I left on your phone today. The Board has a bill number for its annual school renewal payment legislation. SB 475 (Padilla) will set the statutory limit on the Board's school renewal payment while setting the exact rate via regulation. The bill can be accessed online at http://info.sen.ca.gov/cgi-bin/postquery?bill_number=sb_475&sess=CUR&house=B&site=sen

I have also attached a word document of the legislation along with an amended draft letter of support from NFB, California. Thank you for your consideration and have a wonderful weekend.
