[Cagdu] guide dog puppies

Hi all.  We've got a situation in which guide dog puppies are not being 
allowed into schools for their year's worth of socialization.  Are the 
puppies afforded the same protection under the law as guide dogs are?  It 
seems as though they should be.  As things stand now, the dogs are put in 
kennels for 6 hours a day while the raisers are at school.  This is nuts! 
GDB says the puppies are not entitled to any protection at all.  If that's 
the case, then what's the point?
