Senator Padilla:

    I am writing in opposition to sb475 because the California State Guide 
Dog Board has overstepped its limits by requiring out of state guide dog 
schools to obtain a license to operate in the State of California.  This 
puts Californians who have received guide dogs from out of state schools 
such as the Seeing Eye at a disadvantage because those schools are 
prohibited from doing personal follow up visits in California.
