Taiwan welcomes four-legged friends and blind people from Japan

TAIPEI (Taiwan News) – The Taoyuan International Airport received 30 special
four-legged guests and their visually-impaired Japanese owners and their
families
yesterday as the Japanese group was set out for its Taiwan visit.
17 Taiwanese vision-impaired people and their guide dogs extended their
warmest welcome by waiting for their Japanese friends to arrive at the Grand
Hotel
in Taipei yesterday.
Anywhere a large group of guide dogs go, they inevitably become the center
of public and media attention. Unfortunately, when the Japanese visitors
went
to the Taiwan Democracy Memorial Hall yesterday and the surrounding park,
including the National Concert Hall and Theater, they were blocked by
security
guards simply because of human's best four-legged friends. The Japanese
tourists told the guards that these dogs are guide dogs, but they were still
banned
from entering the park. Later the chief of the CKS memorial hall Tseng
Kun-ti apologized for the incident and explained that these security guards
mistakened these guide dogs for pet dogs. The group visited the Taiwan
Democracy Memorial Hall to day as welcomed by Tseng with a pre-arranged
guided tourist
to accompany the group and introduce the beauty of the site to the tourists.
A Japanese film "Goodbye, Kiulu" which was adapted from a true story of a
Labrador that was trained to become a guide dog and changed many blind
people's lives in Japan, by Kengo Ishiguro and Ryouhei Akimoto touched many
people. Unfortunately, guide dogs are so rare in Taiwan, which
results in the lack of public knowledge of the proper way to act around
guide dogs. Taiwan Guide Dog Association spokesperson Joyce Feng said that
it is important to learn the etiquette when seeing guide dogs. According to
the Guide Dog Foundation for the Blind in the US, there are several
guidelines
people must follow when in the presence of a guide dog to allow for the
safety of the dog and its handler. Also, disregarding these guidelines can
distract
the dog, which can create a dangerous situation for the dog and its handler.
The 10 don'ts are as follows.
1. Don't touch, talk, feed or otherwise distract the dog while he is wearing
his harness. Do allow the dog to concentrate and perform for the safety of
his master.
2. Don't treat the dog as a pet. Do give him the respect of a working dog.
3. Don't give the dog commands. Do allow the master to do so.
4. Don't try to take control in situations unfamiliar to the dog or master.
Do assist the master upon his request.
5. Don't walk on the dog's left side as he may become distracted or
confused. Do walk on the owner's right side but several paces behind him.
6. Don't attempt to grab or steer the person while the dog is guiding him or
attempt to hold the dog's harness. Do ask if the owner needs your assistance
and, if so, offer your left arm.
7. Don't be over-protective or overbearing when the graduate first arrives
home with the new dog. Do be thoughtful, patient, and try to inspire
confidence
in the master. In time, you will admire the expertise of the team.
8. Don't expect too much too soon. Do remember that the dog is young and
that complete harmony and confidence take patience, perseverance and time.
9. Don't give the dog table scraps. Do respect the master's need to give the
dog a balanced diet and to maintain its good habits.
10. Don't allow children to tease or abuse the dog. Do allow it to rest
undisturbed.
11. Don't allow your pets to challenge or intimidate a guide dog. Do allow
them to meet on neutral ground when all parties can be carefully supervised.
12. Don't allow the dog on your furniture or in areas of the home mutually
agreed upon by the family and master. Do ask the master to correct any
errant
behavior or trespassing.
13. Don't let the dog out of the house unsupervised. Do understand its value
to the master.
14. Don't pat the dog on the head. Do stroke the dog on the shoulder area
but only with its owner's approval.
