I've contacted the following radio stations: KCBS, KPFA, KQED, KGO, and KALW. I've received acknowledgements from all of them but for KGO. I'm having trouble contacting anyone from the California Restaurant Association, so I could use some help there. Thanks for checking in. I haven't received any other assignments or call lists. As you read this, almost 900 handlers have filled out the survey to date, and here are some unofficial preliminary numbers. * About 30% of guide dogs will eventually be diagnosed with some kind of cancer. * Almost 10% will be victims of vicious dog attacks. * Hybrids now make up approximately 15% of the working dog population. * About 65% of handlers pay for vet care without school subsidies. ?I am recirculating this link in case you meant to take the MAF survey and just haven't gotten around to it yet. Thanks to some of the guide dog schools for helping spread the word, and thanks to those of you who have already filled out this important survey. Wide distribution is encouraged, and hopefully, as many of you as possible will take the time to participate. Dear Guide Dog Handler: Morris Animal Foundation, the world's largest nonprofit foundation dedicated to funding research studies to protect treat and cure animals, has received a grant from the Laura J. Niles Foundation to address health and injury issues that may lead to early retirement of a guide dog team or prevent the team from optimally performing. We are requesting your help by asking you to complete an on-line survey. The goal of the survey is to provide a statistical snapshot by breed, sex and age of types of health conditions and injuries that affect working guide dogs. INDIVIDUAL AND SCHOOL IDENTITIES WILL REMAIN ANONYMOUS. The results of the survey will be used by the foundation to prioritize research funding for advancing guide dog health. Morris Animal Foundation will be calling for proposals from scientists worldwide to address one or more health or injury issues of high significance. We anticipate that submission of proposals, review by scientific advisors and contracting of the successful grant will be completed by the end of this calendar year. One hundred percent of the grant will be awarded to the successful investigative team. Based on matching funds, we anticipate awarding $100,000/year for three years. An accessible version of the survey will be available online at http://www.surveymonkey.com/s.aspx?sm=RiNJEVZAjSvFT7J_2fFIxTGw_3d_3d. from July 14 to August 14. This comprehensive survey has been designed to be as complete as possible for the purpose of collecting all the information necessary to identify which health issues to fund and study. Although it may take longer than 30 minutes to complete, your careful responses are the first important step in the process of researching how to more successfully breed and maintain healthier guide dogs with longer working lives. Also, do you expect to have many of the same attendees as I met last October, or do you expect that this will be a group of mostly different attendees? Bill In a message dated 8/11/2008 2:09:31 P.M. The reason is that I had a sign at one time, but people would bend down to read it and as they did they were petting the dog. I find that very few people pet my dog, but that most of the time, people ask and as soon as I say she cannot be petted, they go on their way. If you are interested, I am sure I have a list of places somewhere at home, that I can send you that has information for a sign. Just let me know. It has a single strap which you buckle together as you would buckle a seat belt. The handle is removable, which is necessary because it sticks way up about three inches above the dog's back. There is a blue and white logo just below the hand grip that runs between the vertical bars of the U. This is said to stabilize the handle. There are problems with this design. You can't give a harness correction. Removing the handle and the belly strap involves a pinching motion which is very hard if you have arthritis. The user is positioned further back on the dog, for the hand grip is only a couple inches from the dog's tail. the harness is supposed to alleviate stress on the dog and on the handler's back. It is lighter in weight. ----- Original Message ----- From: "tina thomas " To: Sent: Tuesday, August 12, 2008 6:59 PM Subject: Re: [Cagdu] What's the best sign for a dog's harness? > > What does the Swiss harness look like? > -----Original Message----- > From: cagdu-bounces at nfbcal.org [mailto:cagdu-bounces at nfbcal.org] On Behalf > Of Jonathan Lyens > Sent: Tuesday, August 12, 2008 6:34 PM > To: cagdu at nfbcal.org > Subject: Re: [Cagdu] What's the best sign for a dog's harness? > > Well, I figure I'll throw in my 2 cense. > > I do not have a sign. The only time I get that acerbic is in the situation outlined in which a person is trying to pet my dog while we are crossing a street. If I'm not in a hurry, chances are that I will always stop and let people pet my dog. It depends on your temperament and on the dog. For example, if I had a dog that got so excited that it would take me a minute or so to calm him after being fussed over, then I would probably have a sign: "don't touch me. I'm working". I hesitated getting one of those signs when I first heard of them because they sounded cold and would act as a barrier to the public; and I really don't mind if my dog gets petted. Feeding is another matter, which is why I'm so against the food rewards program, but that's a story for another day. Happy trails. Dear Seeing Eye Family, We need your help! The U.S. Department of Justice is seeking public comment on its newly proposed definition of a service animal. The Seeing Eye sent its own comments to the DOJ last Friday, and we urge you to join us by doing the same by the August 18 deadline. Numbers count! It is vitally important that the DOJ hear as many comments as possible. In fact, this legislation is as significant as the early advocacy work that Morris Frank did for the dog guide movement decades ago. The fight isn't over, and our position needs to be heard. Submitting your comments is one of the most important things you, personally, can do for yourself and all other U.S. dog guide users. The areas that seem to be most in need of revision are outlined in our letter below. Simply stated, we ask that the DOJ eliminate the phrase "minimal protection" in the new definition; require that the same behavior and training standards developed for dog guides be applied to all service animals; delete the "do work" wording by emphasizing task training as a defining factor in qualifying animals as "service animals;" and include a request that more guidance on taxi and private transportation access be added to the regulations. (See the Seeing Eye comments below to further illuminate these points, or to access a copy of the DOJ's Notice of Proposed Rule Making in either text or PDF format, you can go to HYPERLINK "http://www.regulations.gov/fdmspublic/component/main?main=DocumentDetail&o= 090000648062a604"http://www.regulati-ons.gov/fdmspubl-ic/component/-main?mai n=-DocumentDetail&-o=090000648062a6-04 .) You can submit an electronic version of your comments at HYPERLINK "http://www.regulations.gov/fdmspublic/component/main?main=SubmitComment&o=0 90000648062a604"http://www.regulati-ons.gov/fdmspubl-ic/component/-main?main =-SubmitComment&-o=090000648062a6-04 but you must do so by August 18. Your comments can be as simple as, "I support The Seeing Eye's position on service animals," but even better is to write your own opinions on all or some of the issues addressed in our public comment. You will have an option to insert comments directly into a field on the form or send your comments as an attachment. We advise you to write your comments first before logging onto the site because if you are on the web page too long, it will "time out" and you will have to start over again. You should also be aware that all comments, including your own, will be made available for public viewing online at HYPERLINK "http://www.regulations.gov"http://www.regulati-ons.gov . The remainder of this email contains the text from The Seeing Eye's submitted comment. Thank you for joining us in this effort. Sincerely, Jim Kutsch **** August 8, 2008 Dr. James A. Kutsch, Jr., President The Seeing Eye, Inc. P.O. Box 375 Morristown, NJ 07963-0375 Re: Revisions to Service Animal Definition Docket ID: DOJ-CRT-2008--0015-0001 The Seeing Eye, the pioneers and innovators of dog guide services, has been providing specially bred and trained dog guides for blind citizens of the United States since 1929. Through the efforts of one of our founders, Morris Frank, and other early graduates of our program, The Seeing Eye was instrumental in gaining access to all places of public accommodation for people traveling with dog guides. Today, as more and more people turn to animals for improved health and quality of life, The Seeing Eye commends the U.S. Department of Justice for its efforts to clarify its present regulatory language regarding the use of service animals. We particularly welcome the emphasis on maintaining control of the service animal at all times in public settings, the requirement of housebreaking and the Department's effort to formalize its position on emotional support/comfort animals. In response to the NPRM published in the Federal Register on June 17th, The Seeing Eye offers the following comments for the Department's consideration: 1. In response to question 9, The Seeing Eye believes that providing "minimal protection" should be removed from the proposed definition of a service animal. The Seeing Eye is in agreement with the concerns expressed by the Coalition of Assistance Dog Organizations (CADO). We also concur that alternative language can be substituted for "providing minimal protection" while still adequately representing the tasks of specific service animals. For instance, despite the fact that dog guides provide minimal protection to their handlers every day, e.g. stopping at changes in elevation or maneuvering around obstacles, the Department has successfully included this concept within the definition of the tasks under "guiding individuals with impaired vision." Thus, providing minimal protection is intrinsically stated within the tasks that the animal performs. 2. In response to question 10, The Seeing Eye believes that the Department should eliminate certain species from the definition of service animal. The Seeing Eye agrees with the need for the Department to establish a practical and reasonable species parameter as part of its definition of a service animal. While we have no expertise in the breeding, training and placement of species other than dogs, The Seeing Eye believes that only animals that are capable of meeting or exceeding the same high training, behavioral and safety standards as that of Seeing Eye? dogs are suitable for public access. Some of these standards include the animal's ability to calmly, quietly and consistently perform its specialized tasks in public, to urinate and defecate on command and to lie quietly beside its handler without blocking aisles, doorways, or otherwise be obtrusive in public settings. 3. In response to Question 11, The Seeing Eye believes that the Department should not impose a size or weight limitation on service animals. The Seeing Eye agrees with the comments submitted by CADO and further adds that it would be difficult, if not impossible, to enforce such a regulation. 4. The Seeing Eye is opposed to retaining the term "do work" in the definition of a service animal and urges the Department to form the basis of the service animal definition on task training. The Seeing Eye is aware that, over the last several years, more than half of the Department's settlement agreements involving the "reasonable modification" requirement under Title III involved a public accommodation'-s refusal to permit a service animal's entry in a place of public accommodation. These claims make evident the need for concise, measurable guidance for those seeking a distinction between legitimate service animals and those used for emotional comfort or support. We appreciate the Department's attempt to provide the broadest feasible access to individuals with service animals by using the term "do work" in its definition. However, given the fact that this term has historically been the source of much confusion and misinterpretation, we respectfully ask that the Department eliminate this language from its newly proposed definition. The Seeing Eye believes that the newly added examples of tasks performed by service animals effectively and adequately expand the meaning of service animal to include the varied services provided by working animals on behalf of individuals with all types of disabilities. Moreover, task training elevates the animal's status from a non-task trained animal to a trained service animal that is more likely to consistently mitigate its owner's disability in public and be easily identified by the tasks it performs. Again, service animals that are suitable and appropriate for public access must be held to extremely high standards. 5. The Seeing Eye urges the Department to include specific language about denial of service by private transportation providers to people who use service animals in its regulatory language. One of the most common complaints we receive involves taxicab drivers who refuse to transport our graduates and their Seeing Eye dogs. Many drivers claim to have allergies, fears or religious beliefs that prohibit them from allowing dogs into their vehicles. We realize that this issue is not addressed in the NPRM, but, nevertheless, we ask that the Department consider incorporating text into the proposed regulation guidance that specifies that allergies, religious beliefs and fear of animals are not valid excuses for denying access to passengers with service animals. The Seeing Eye appreciates the opportunity to comment on the proposed service animal revisions. We applaud the Department for its outstanding work and believe that with the incorporation of the comments noted above, the revised regulations will promote the responsible use of access rights and prevent the erosion of societal tolerance for dog guide and other service animal teams in places of public accommodation. ---------------------------------------------------------------- You are part of The Seeing Eye family, and we want to stay in touch. Guide dog users carry a little card which states pertinent laws regarding equal access, but most of the time, we can just tell the host that they won't get into trouble with the health department and that's all it takes. Occasionally, we will run into a restaurant owner who pointedly says, "I don't care what the law is. You've got people with you and they can see". You are right in your perception about guide dogs. they are quiet and most of the time, people are surprised when we leave a restaurant and they see our dogs for the first time. We've all seen the commercials on TV, how you can do your dog's nails without the danger of crushing the nails. It sounded like a swell idea, and so I bought a peticure Elite. This unit is cordless. It uses a 9.6 volt battery pack. Some assembly is required so it is best done on a table where you can lay out all the parts you'll need to assemble. The unit consists of a battery pack, motor, chuck and emery bands for sanding your dog's nails. Over the whole business, you place a guard with various size slots to accommodate nails of various sizes. You place each nail into the slot much like you would place a pencil in a sharpener. I put it all together and got ready to trim my dog's nails. Nothing happened. I had already charged the battery pack for a couple of hours, but I tried charging it for a couple more. Still the unit didn't work at all. The problem was that it had been wired incorrectly. The polarity was reversed either in the battery pack, or more likely, in the motor and switch. There's a problem with quality control here. I sent the unit back for a replacement, but so far I haven't received the new peticure. If nothing comes in a couple of weeks, I'm going to get a Dremel. I will do my dog's nails as a blind person and I will do it without the assistance of a sighted person or a styptic pencil. This is necessary because I believe in the power of television. After all, they couldn't say it if it wasn't true; or could they. We got another taxi company involved and continued our positive dialogue with them. Plus we got another donation!? * The local? and out of town Federationists learned more about? the wonderful transportation BART. Likewise, BART learned about us. * We were able to appreciate and thank a great puppy raiser who?we impressed as much as she impressed us. *?? We heard positive comments about some national top officers, and their experiences with guide dogs. ?* our President Robert Stigile rapped up the successful events with positive words about the NFB, NFBC and CAGDU. ? We had about thirties attendees, and about one third of them did not know about us. In a nut-shell we did a GREAT JOB in northern California! ? Message-ID: <914F70A2C9E34CEBA9790A9648DE72FB@user1b3ecca35d> August 30, 2008 Dear Bill Ross: On behalf of CAGDU, I would like to thank you for attending our seminar. By you bringing other taxi companies into the picture, we are building bridges and making traveling easier for blind people and more accessible all around California. Being able to meet face to face gives clarity to the issues at hand and allows us to brain storm for solutions together. It also brings forth opportunities to work together, such as the sensitivity films and helping to answer questions that may come up concerning service animals. We would like to invite you once again to our 2008 state convention meeting. This time it will take place in Irvine at the Crown Plaza. The dates are October 16-19, 2008 and room rates are $89.00 per night for singles and doubles, and a $10 per night charge for roll-a-way beds. The hotel is now taking reservations, so please make reservations as soon as possible. The number to make reservations is 949-863-1999. It would be great if you could bring someone from that area to present along with you so we can continue our awareness mission together. We would also like to thank you for your generous donation. You can be assured that it will be to good use. With appreciation, Juliet Cody -------------- next part -------------- An HTML attachment was scrubbed...
