Guide dogs for the blind have occasionally been shocked when stepping on MAX tracks since 2000. TriMet was never able to determine why but figured the problem was limited to west-side tracks and only after it rained. That belief was abandoned in February, when three dogs in training received minor shocks at two stations in Gresham. Teaching a dog to work as a guide costs about $50,000 per animal, said Patricia Kepler, past president of Guide Dog Users of Oregon. Three years ago, TriMet installed capacitors near three west-side train platforms to absorb errant electricity that was shocking the dogs. But on Jan. 29 it discovered that the problem was back, at least at the Elmonica/Southwest 170th Avenue MAX station, said Mary Fetsch, spokeswoman for the transportation agency. A few days later, TriMet was told by Kepler that her dog, a 5-year-old German shepherd named Reuben, also was shocked at the Elmonica MAX Station. TriMet changed the capacitors and decided to check them weekly, rather than monthly, to make sure they're still working. About the same time, TriMet was told of problems at the Cleveland Avenue Station in Gresham. "It's not the kind of shock that would cause physical damage," said Brad Hibbard , director of training at the Boring-based Guide Dogs for the Blind. "This is similar to having a really big shock of static electricity." Hibbard said three dogs in training were shocked when they were taken to Gresham by their trainers to ride light rail. Capacitor boxes went in last month at the Gresham Central Transit Station at Northeast Eighth Street and Kelly Avenue and the Cleveland Avenue Station at Northeast Eighth Street and Cleveland Avenue. TriMet Systems Engineer Kai Looijenga said they were installed as a precaution. Hibbard said none of the dogs shocked while training on the east side have shown lasting effects. No dog that's being used by a blind person has been shocked on the east side, he added. Kennel cough is a mild respiratory condition that responds well to antibiotic treatment, and usually does not cause any serious problems for affected dogs. Although there is a vaccine for bordatella that is given to all of our dogs, it does not protect against all strains. All groups that house large populations of dogs - animal shelters, humane societies, rescue groups, pet stores, large kennels, and veterinary clinics - must deal with occasional outbreaks. On the morning of Thursday, April 3, 2008, we observed that one of the dogs being treated for kennel cough also showed signs of fever and lethargy. We immediately admitted this dog to the veterinary clinic for supportive care. Another dog was hospitalized on Saturday. Unfortunately , on the afternoon of Monday, April 7, the first dog to be hospitalized began to have extreme difficulty breathing as a result of his pneumonia. Despite receiving 24-hour care, IV fluids, and supplementary oxygen, he was unable to gain enough oxygen to sustain life. The veterinarians at the hospital and our staff veterinarians determined that the illness had progressed beyond any hope of recovery, and the dog was euthanized on Monday afternoon. Thankfully, the second hospitalized dog remains stable on supportive care. He is eating well and his breathing is good (he does not require supplementary oxygen); however, there is still evidence of pneumonia so we will keep him under 24-hour veterinary care until he is completely out of danger. Any time we observe unusual respiratory symptoms in a dog, we must consider the possibility of other airborne diseases. Samples were drawn last week, and sent to Cornell University which is also actively advising us on care. Currently, canine influenza has been ruled out, and testing continues on the samples. In consultation with our staff veterinarians and Cornell University personnel, the Foundation has taken the following steps. * On Friday, April 4, we restricted access to the Smithtown campus. No dogs are allowed to enter or leave our grounds. This is done to prevent any dog that may be contagious from infecting another. While this may be overly cautious, it is responsible and appropriate. All of the dogs on campus are happy, active, and doing well. We are taking this self-imposed precaution for as long as we deem it advisable. * We have closed our boarding and training kennels to all canine visitors. * A class of consumers training with their guide dogs was in its first week when the quarantine began, so their dogs may have been exposed. With all dogs restricted to campus, it was not possible for the class to undergo our usual thorough training, and we have suspended the class until the quarantine is lifted. Our consumers have been transported home, and arrangements will be made by our training staff to continue their training when it is appropriate to do so. Their dogs will remain on campus, separately cared for in the student residence. * We have temporarily canceled all puppy classes on Long Island. * We will delay puppies being returned to the campus until the quarantine is ended. * We have been keeping all Foundation volunteers and constituents fully apprised of the circumstances. The Guide Dog Foundation is proud of the care we give our dogs. We are confident that we have acted cautiously, responsibly, and quickly to protect our dogs, the dogs in our community, and dogs in homes away from our campus. We believe the situation is subsiding, and we will lift the quarantine very soon. We expect to begin our next class on schedule, and will do all that we can to help any consumers or volunteers affected by this temporary situation. She works very well too. Today, we went and walked a route, that was only left turns in the morning, and since we did right turns yesterday, this afternoon, we did both right and left turns, along with crossing streets. W-rose has a nice smooth pace about herself, that is really nice to see. She and I are both tired, as are all of the classmates, which is nice that we have the rest of the evening to ourselves, accept for watering and relieving. We will back at it tomorrow, out in the heat working our dogs. I have found, that there are only two things that w-rose does not do well, which are when we do obedience, the last task is to have her facing me then call her as I guide the leach towards my left, she wants to come towards me but end up sitting facing me. instead of coming around to my left side and sitting and facing the same way I am facing and when we enter from the outside into the building, she does not want to sit, she just wants to get in. These are the minor adjustments we are working on, but they will come in time. Otherwise she is doing guide work great and is really good at it. Police might be reluctant to come into a house until the dog is put away. On the other hand, when the knock comes at the door, the blind person's ability to verify the officer's identity is limited, said many of those attending a conference yesterday sponsored by Maryland Area Guide Dog Users. Informing the 911 dispatcher of the guide dog's presence can help, as can calling the dispatcher back to confirm the name of the officer, some offered. That issue and others were raised during the "Partnerships with Law Enforcement" conference. The one-day conference was part of the "Canine Partnership Series" - the first in a series of five sessions planned this year and next on relations between the blind and the broader community. "This gives us a chance to talk about the issues," said Gary Norman, president of Maryland Area Guide Dog Users Inc. Participants included retired Baltimore City police agent Eugene Cassidy, who was blinded in 1987 when he was shot twice in the head by a man he was trying to arrest. Cassidy, who began using a guide dog a year after the shooting, spoke to the group of about 40 people about his experience with becoming blind and about how blind people can work more effectively with police. Cecilia Warren, vice president of the guide dog users group, said yesterday's conference was designed to raise awareness among its members about how to get help from the police, and to improve how police respond to blind people and their use of guide dogs. "We want to raise the sensitivity of law enforcement to issues pertaining to guide dogs," said Warren, who lives in Crofton. Warren said attacks on guide dogs by other dogs are a growing problem. In some cases, the guide dogs are separated from their owners, she said. "Police have to understand this isn't simply a dogfight" she said. "If something happens to the guide dog, it leaves the [blind person] vulnerable." She said it's crucial that police understand the importance of a blind person's guide dog. Not only is the dog an expensive investment - at a typical cost of about $50,000 - but the dog also should never be separated from its owner, she said. Lucia Ruvolo, 52, who had glaucoma as a child and became completely blind at 24, said she attended the session because she wanted to exchange ideas with the law enforcement professionals. She said she hopes to arrange similar conferences closer to her home in Herndon, Va. "It's about educating both sides about what it takes to work with the blind community," she said. gina.davis at baltsun. com Copyright C 2008, The Baltimore Sun ____________ _________ _________ _________ _________ __ For guide dog handlers assisting guide dog handlers with advocacy/education-- visit: www.gdui.org or www.nfb-nagdu.org __________________________________________________ Do You Yahoo!? I'm surprised because guide dogs have been a part of the American scene for so long, so today, Velvet and I went to the Mekong cafeteria to check it out. The Mekong is a little place located in mid town. Blue collar workers of all kinds eat there. It's quiet and cool. Sure enough, the manager came up to us and asked that I put my dog outside. We just kept on walking to a table. "It's ok", Velvet said. "This is a guide dog", I said. "You don't understand", he said. "Some of my customers get mad when they see a dog. They ask for their money back. If that happens, you'll have to pay me". "His logic is wrong", this from Velvet. We got our plates without incident. Velvet had her pork chow mein and I had spicy chicken with broccoli and beef. All the while, the manager was nervous, but he didn't call the police. Neither did we. I got up to use the bathroom. Edison wanted to go into the kitchen, but we made a quick turn and up two steps. When I returned to the table, a young Asian man was leaving. Velvet beckoned him over. "Did you have a nice lunch"? Velvet wanted to know. "Yes", said the young man, I eat here all the time". Did you object to my husband's guide dog"? "Where's the dog?" I gestured to the corner under the table. "Oh! I didn't even know he was there". That was all we needed to hear. I got up and approached the kitchen where the manager was chopping onions. "Your food was very good", I said. "We'll be coming in from time to time to eat", and I stuck out my hand. He shook it warmly. "You're welcome here any time. Maybe you could sit in the back room because there are some customers"... He let the sentence trail off. "When ever you see a dog in harness like this, or in a blanket, you have to let them in. It's the law, and you won't get in trouble." We walked out into the chilly wind. We were off on other business. Does this mean that the owner of a store or restaurant has no rights? Certainly not. If a guide dog is out of control or if her master is obnoxious, then the proprietor is well within his rights to not serve, but that's not a blindness issue. It's a matter of being a good citizen in a world with all kinds of people. -------------- next part -------------- An HTML attachment was scrubbed... The quarantine will be lifted tomorrow, according to officials at the organization, and the canines will be reunited with their families. On March 30, several dogs came down with "kennel cough," or bordetella. Although all dogs receive vaccinations for the disease, they can sometimes come down with a mild strain of it anyway, said Grete Eide, director of canine care at the organization. About four days later, one of the dogs, Granite, came down with a fever and seemed lethargic. He was taken to a local animal hospital and admitted. "Once we realized we had a dog with a fever and respiratory symptoms, we spoke with the folks at Cornell [College of Veterinary Medicine] and they recommended the safest thing was to quarantine our kennel," Eide said. Two days later, another dog, Gabriel, came down with the same symptoms and was also admitted to the hospital. Granite was euthanized when it was clear he wouldn't get well. Gabriel recovered but was taken out of the guide dog program in case of lingering health issues. He was adopted by his foster family. "We notified our volunteers," Eide said. "We've got 240 puppy walkers, and many have brought their dogs in for visits." Approximately 30 dogs were living there at the time, she said. Puppy walkers are volunteers who raise puppies for about a year until they are old enough to enter the guide dog training program. Families can leave the puppies at the site when they are away. The older dogs undergoing training live on-site and then go to live with their new owners. Those dogs caught up in the quarantine will be reunited tomorrow with their families. "We are expecting a very busy day," Eide said. In all, 12 dogs were affected, and all except Granite have since recovered. Officials are still not clear what killed Granite and sickened the other dogs, and blood samples have proved inconclusive. It is possible that Granite and Gabriel were infected with a rare form of bordetella. Training was suspended for two weeks and will resume tomorrow, according to Eide. That did not appear to bother the guest of honor, a squirmy, 11-year-old snow-white Lab named Ruger who, on Thursday afternoon, was snapping up chunks of diced chicken tossed at him by an admirer. Ruger is a guide dog, and for the past nine years, he has guided Kevin Coughlin, a 46-year-old resident of Murray Hill, around the city. Mr. Coughlin, who lost his sight in 1997 as a result of a genetic condition, has waged several high-profile fights to require businesses in the city to open their doors to guide dogs, as they are required to do by law. Mr. Coughlin has twice filed complaints with the Taxi and Limousine Commission against cabbies who he said had refused to allow Ruger into their taxis. In 2002, Mr. Coughlin filed a discrimination complaint with the city against a coffee shop from which he said Ruger had been ejected. In that year, he also let a news producer with a hidden camera trail him as he and Ruger were turned away from various businesses. ("No dog," said the tout outside a restaurant on First Avenue. "Maybe somebody no like dogs.") But Ruger is not as spry as he was. After nearly a decade of trotting around the city, Ruger has developed arthritis. "He has more trouble with stairs now," Mr. Coughlin explained, rubbing the dog's back distractedly. Two days after the party, Mr. Coughlin and a friend planned to drive Ruger to his new home, a 30-acre spread with three ponds in Orange County, north of New York, where friends of Mr. Coughlin's live. "It's enormously difficult," Mr. Coughlin said of the move. "We have a very intimate relationship, because it's virtually 24/7. We've been in so many places, and done so many things." At the party, which drew 40 or 50 guests, the conversation naturally turned to Ruger stories. "Do you know the story about Ruger being attacked by a swan in East Hampton?" someone asked. Adam Brecht, a friend and occasional traveling companion of Mr. Coughlin's, recalled their stay at the Excelsior hotel in Rome. "Ruger loved it," Mr. Brecht said. "He had a 'forward my mail to the Excelsior' sort of attitude.' " As the stories unfolded, their subject lapped obliviously at a bowl of water. It was 6:30 p.m., almost time to go, and the top of Ruger's head was stained with lipstick kisses. http://www.nytimes. com/2008/04/20/nyregion/thecity/20dog.html?_r=1&ref=thecity&oref=slogin Copyright 2008 The New York Times Company __________________________________________________________ Be a better friend, newshound, and know-it-all with Yahoo!
