Bill would assure vet care for assistance animals

Veterinarians would be required to provide emergency treatment for dogs
trained to assist the disabled, without requiring advance payment, under a
bill passed yesterday by the House Health and Welfare Committee.

Senate Bill 23, which has already passed the Senate, now goes to the House
for final action.

The sponsor, Sen. Denise Harper Angel, D-Louisville, said she filed the bill

after learning of an incident in her district in which the guide dog of a
visually impaired woman was struck by a car and injured. The woman rushed
the dog to an emergency veterinarian who refused to treat it without a $100
cash payment in advance, Harper Angel said. The woman didn't have the money
with her, and her dog died before she could get to another veterinarian.

Harper Angel said she doubts such situations occur often but she wants to
prevent them.

"It's a small bill but it's important if it saves one animal,'' she said.

The measure, proposed to be added to state law that provides protections to
people with assistance animals, carries a possible penalty of up to 30 days
in jail and a $1,000 fine.
